Can I use this for cross stitch?

Yes, as a starting point. The numbered grid maps directly onto a cross stitch chart, where each cell is one stitch and each number is one thread colour. You will want to keep the grid coarse — a chart much beyond eighty cells wide becomes a very long project.

Does it work for fuse beads?

It does. Each numbered cell becomes one bead. Standard pegboards are 29 cells square, so either work at that size or plan to join several boards together. Keep the palette to colours you actually own, because bead colours cannot be mixed.

Why does my pixel grid look muddy?

Almost always too many colours for the grid size. When squares are large, adjacent shades that differ only slightly stop reading as separate and the picture flattens. Drop the colour count until each square is clearly distinct from its neighbours.
